Qatari Cabinet Approves Amendments to Human Resources Law and Property Ownership Laws

His Excellency Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, presided over the regular meeting of the Cabinet held on Wednesday, October 2, 2024, at the Amiri Diwan.

After reviewing the agenda items, His Excellency Mr Ibrahim bin Ali Al-Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, approved a draft law amending certain provisions of Civil Human Resources Law No. 15 of 2016 and referred it to the Shura Council. The Cabinet also approved a draft resolution amending some provisions of the executive regulations of the Civil Human Resources Law, issued by Cabinet Resolution No. 32 of 2016.

The draft law was prepared based on a proposal from the Civil Service and Government Development Bureau, as part of achieving the goals of the Third National Development Strategy 2024-2030.

This includes improving workforce efficiency for the future, enhancing the excellence of government institutions, and strengthening the foundations of a cohesive society. The draft law aims to improve the work environment, regulate the performance evaluation system, manage incentives and rewards, and balance family life and work obligations in government entities.

The Cabinet also approved a draft law amending certain provisions of Law No. 16 of 2018 regarding the regulation of non-Qatari ownership and use of real estate, referring it to the Shura Council, and approved a draft resolution amending some provisions of Resolution No. 8 of 2019 regarding the formation of the Committee for the Regulation of Non-Qatari Ownership of Real Estate and its Use.

These two projects aim to transfer the affiliation of the Committee for the Regulation of Non-Qatari Ownership of Real Estate from the Ministry of Justice to the General Authority for Real Estate Sector Regulation.

The Cabinet also approved a draft resolution amending some provisions of Resolution No. 1 of 2021 regarding establishing the Technical Advisory Committee for the Classification and Evaluation of Contractors, Suppliers, and Service Providers. Additionally, it approved a draft resolution by the Minister of Commerce and Industry to adopt a Gulf technical regulation as a Qatari technical regulation.

This project aligns with developments in standards at both the global and regional levels and supports policies for water conservation and the preservation of natural resources.

The Cabinet also approved Qatar’s accession to the founding statute of the Integrated Industrial Partnership to achieve sustainable economic development, along with the approval of a memorandum of understanding between Qatar’s Administrative Control and Transparency Authority and Saudi Arabia’s Oversight and Anti-Corruption Authority to enhance integrity, transparency, and combat corruption.

The Cabinet reviewed a study by the Civil Service Bureau on the opinions of relevant authorities regarding recommendations on the trial’s results to reduce working hours for female employees (mothers) in government entities during the mid-academic year holiday of 2023-2024. It made the appropriate decision in this regard.

Approving the draft amendment to the Civil Human Resources Law is essential to achieving sustainable human development in Qatar. It is part of ongoing efforts to enhance institutional environments and improve the level of services provided to the community. The amendments reflect the government’s commitment to providing a supportive work environment that fosters talent and balances work and family commitments.

With the referral of the draft law to the Shura Council for consideration, we look forward to promoting a culture of excellence, increasing efficiency, and boosting productivity, contributing to achieving the strategic goals of Qatar National Vision 2030.
