Ministry of Justice Strategy 2025-2030

During its regular meeting held on March 5, 2025, the Council of Ministers praised the Ministry of Justice’s Strategic Plan 2025-2030, which was launched on February 27, 2025. The Council affirmed that this strategy represents a significant step toward developing the legal sector in Qatar, enhancing the efficiency of judicial services, and supporting sustainable economic development.

This strategy is part of the Third National Development Strategy, aiming to modernize the legal sector in the country by improving the quality of judicial services, strengthening partnerships with legal and judicial entities, and advancing the competencies of professionals working in the justice sector.

The strategy seeks to achieve expedited justice by simplifying judicial procedures, implementing the latest legal technologies, and fostering a more transparent legal environment that enhances public and investor confidence.

H.E. Ibrahim bin Ali Al Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, stated that the strategic plan of the Ministry of Justice adopts a scientific methodology in its design, based on analyzing the current legal landscape, anticipating future developments, leveraging available opportunities, and addressing challenges in a structured manner.

He explained that the strategy aims to provide advanced and reliable legal services within an integrated judicial system. This includes enhancing legal governance and transparency through the implementation of modern legal management systems and adopting digital transformation in judicial services, facilitating legal procedures, and reducing the time required to complete transactions.

The Minister emphasized that the Ministry is committed to developing human capital by training judges, lawyers, and legal experts in accordance with the latest international standards. This initiative aims to strengthen their capabilities and enable them to deliver high-quality legal services.

Within this framework, the Ministry of Justice’s strategic plan aligns with the key objectives of the National Development Strategy, playing a crucial role in achieving social and economic development by reinforcing the rule of law, ensuring fair and transparent justice, and fostering a business-friendly environment with clear regulations that protect investors’ rights and create a favorable legal climate for investment.

The plan also focuses on innovation in the justice sector, leveraging modern technology to expedite litigation processes, improve court efficiency, and enhance arbitration mechanisms for resolving commercial disputes.

The Third National Development Strategy 2024-2030 represents the final phase of implementing Qatar National Vision 2030, which aims to accelerate economic growth at a rate of 4% annually until 2030. This is to be achieved by expanding gas production, diversifying income sources, strengthening the investment climate, and fostering innovation in various economic sectors.

The development of legislation and regulatory frameworks plays a pivotal role in organizing commercial transactions, a focus area of the Ministry of Justice, to support the national economy and ensure legal sustainability in alignment with Qatar’s vision of transitioning to a knowledge-based diversified economy.

Justice remains a cornerstone of sustainable development, as the success of any nation is closely tied to its ability to enforce fair laws that uphold rights and balance competing interests.

The Ministry of Justice’s strategy reinforces these principles by developing a more flexible and effective legal framework, supporting investment stability, strengthening social security, and providing a safe legal environment for all.

This strategic plan represents a qualitative leap in Qatar’s development journey, laying the foundation for greater public trust in the judicial system and reaffirming the country’s commitment to operating in accordance with advanced legal standards that keep pace with global developments.
