Signing of a Memorandum of Understanding between the National Committee for Human Rights and the Institute for Democracy and Human Rights in Azerbaijan

In a move that strengthens cooperation and deepens the relationship between the State of Qatar and the Republic of Azerbaijan in the field of human rights, Her Excellency Ms. Maryam bint Abdullah Al Attiyah, Chairperson of the National Committee for Human Rights, confirmed the signing of a memorandum of understanding with the Institute for Democracy and Human Rights in Azerbaijan. The signing occurred during a series of meetings held in the Azerbaijani capital, Baku.

This memorandum of understanding paves the way for new horizons and areas of joint cooperation between the two parties in several projects, including the broad dissemination of a human rights culture. This initiative contributes to the promotion of human values, equality, and freedom of expression, as well as to enhancing national and international performance in the field of human rights.

Her Excellency Ms. Maryam bint Abdullah Al Attiyah affirmed that the memorandum of understanding is based on globally recognized principles of international human rights law and the Paris Principles, which were issued by the United Nations General Assembly in 1993 and regulate the work of national human rights institutions.

Her Excellency also discussed Qatar’s efforts in promoting human rights and highlighted the role of the National Committee for Human Rights in achieving this goal. She referred to the measures taken by the state in the realms of legislation, policies, and procedures to enhance the role of women in society, notably through its ratification of the Convention on the Elimination of All Forms of Discrimination Against Women.

On his part, His Excellency Mr. Ahmad Shahidov, head of the Institute for Democracy and Human Rights in the Republic of Azerbaijan, highlighted the importance of signing the memorandum of understanding and developing the anticipated cooperation. He noted that the parties agreed to exchange experiences and build a partnership around mechanisms for receiving and processing petitions and complaints, as well as recognizing the institute’s efforts in promoting a human rights culture in society.

At the conclusion of the meeting, both parties expressed their aspirations to enhance the partnership relations between them. Following this, the memorandum of understanding was signed with the goal of achieving shared objectives and enhancing joint efforts in the field of human rights.

The Azerbaijani-Qatari bilateral relations have been long-standing, with both countries sharing membership in a number of international and human rights organizations.
