Qatar Implements Key Legal Reforms to Boost Private Sector and Enhance Public Services

The Ministry of Justice has published Issue 13 of the Official Gazette for 2024, containing critical ministerial decisions reflecting Qatar’s efforts to enhance its legal framework. Among the essential decisions was converting “Techno-Q” from a limited liability company to a Qatari public joint stock company with a capital of QAR 84.5 million to boost the private sector.

In the cultural sector, the Minister of Culture issued Decision No. 34 of 2024, establishing new departments within the ministry, including Planning, Legal Affairs, and International Cooperation, to enhance administrative efficiency. These new departments support efforts to develop Qatar’s cultural landscape in line with the state’s strategy to promote cultural identity and improve the quality of services provided to citizens and residents.

Decision No. 29 of 2024 was issued in the transport sector, setting fees for infrastructure safety certificates and railway licenses. Decision No. 30 reduced ship registration fees by 50%. These amendments aim to improve the efficiency of maritime services and enhance the maritime sector to support the national economy, improve efficiency, and promote sustainable development.

Additionally, Decision No. 31 of 2024 regulates the leave fees for workers in the civil aviation sector, exempting employees of the Civil Aviation Authority from all fees, thereby improving the sector’s efficiency.

These decisions emphasize inter-ministerial collaboration to achieve Qatar’s development strategy goals, focusing on improving administrative performance and increasing the effectiveness of services across various sectors. They also encourage investment by supporting the private sector and highlighting legislative amendments that reflect the government’s commitment to achieving economic growth and attracting investors to the country.

Issue 13 of the Official Gazette reflects Qatar’s commitment to updating its legislation and developing its institutions. The state seeks to balance economic growth with preserving cultural identity.
