Qatar’s Role in Shaping the Global Design Law Treaty

Qatar has been elected to the drafting committee for the diplomatic conference to adopt the Design Law Treaty, reflecting its commitment to advancing intellectual property laws and fostering international cooperation to protect innovation and industrial designs globally.

Member states of the World Intellectual Property Organization (WIPO) have adopted a new treaty aimed at simplifying the registration of industrial designs at the international level, enhancing the protection of designers’ rights, and encouraging innovation.

The treaty focuses on harmonising registration requirements and procedures, reducing costs and time for designers and small and medium-sized enterprises while addressing legal barriers designers face worldwide.

Mr. Ahmed Issa Al-Sulaiti, Head of Qatar’s Office to the World Trade Organization and other economic organisations, represents Qatar on the committee. The committee, comprising 17 elected members, prepares and coordinates the treaty’s legal texts before final adoption.

Participants praised the treaty as a significant step towards enhancing international collaboration in design. It extends the success of WIPO treaties in patents and trademarks, demonstrating the global community’s commitment to developing legal systems that address contemporary challenges and safeguard design rights.

WIPO Director General Daren Tang stated, “The treaty—being the second adopted by member states this year—is not just a triumph for designers, but a gift to multilateralism.”

Qatar’s involvement in drafting the treaty is part of its efforts to enhance local intellectual property laws, including Law No. 10 of 2020 on protecting industrial designs and models. The treaty is expected to support designers within Qatar and beyond by facilitating rights protection and creating a flexible and supportive legal framework for innovation.
