Shura Council Discusses Regulating Digital Content Creation

The Qatari Shura Council, chaired by His Excellency Mr. Hassan bin Abdullah Al-Ghanim, reviewed a report by the Committee on Education, Culture, Sports, and Media regarding regulating digital media content on online platforms.

His Excellency emphasized the importance of preserving freedom of expression while establishing a regulatory framework to manage digital content and mitigate its risks, particularly among the youth.

The committee’s report proposed a draft law requiring digital influencers to obtain licenses from a designated authority, adhering to professional and ethical standards.

These include refraining from promoting hate speech or violence, respecting national unity, and ensuring the credibility of advertisements.

The proposed law also outlines a strict monitoring system with penalties ranging from warnings to license revocation for violations. It includes a defined license duration and renewal conditions.

The initiative aims to enhance the positive role of digital platforms, preserve national values and culture, and curb the effects of uncontrolled advertisements.

Council members unanimously supported the proposal and agreed to submit it to the government for further study and development.

Commenting on the matter, His Excellency Mr Mubarak Matar Al-Kuwari, a Committee on Education, Culture, Sports, and Media member, stressed the need to expedite the regulation of digital content and strengthen oversight of online platforms in Qatar.

Al-Kuwari noted that the committee held extensive meetings with relevant bodies, including the Ministry of Commerce and security agencies, to establish a legal framework that monitors digital content while upholding Qatari values.

He highlighted the unique challenges of digital platforms due to the rapid spread of content, emphasizing the need for clear legislation.

Al-Kuwari affirmed that while current oversight is effective, a sustainable legal framework is essential to ensure organization and societal protection.

He added that there are no technical barriers to achieving this goal, and the new regulations will bolster efforts to safeguard national values while defining the role of digital platforms and influencers in shaping the awareness of future generations.
