Qatar Amend Human Trafficking Law to Enhance Victim Protection

The Official Gazette, in its first issue of 2025, published the text of Law No. (21) of 2024, issued by His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar. This law aims to amend certain provisions of Law No. (15) of 2011 on combating human trafficking, as amended by Law No. (5) of 2020, in an effort to enhance victim protection and improve the handling of their cases more effectively.

One of the most notable amendments introduced is the second paragraph of Article (5), which stipulates that the Ministry of Interior shall bear all expenses related to returning victims to their countries of origin. This provision aims to facilitate the return process and ensure humane and dignified treatment for victims.

Additionally, the amended Article (6) includes two new clauses. The first focuses on regularizing the legal status of victims within the country in coordination with relevant authorities, while the second ensures the provision of suitable shelter or rehabilitation facilities for victims in need, whether through specialized centres or approved entities committed to this task.

Furthermore, Article (26) has been amended to include a new provision setting a maximum detention period for individuals accused of human trafficking or migrant smuggling. It establishes a maximum of four days for detention before the accused is presented to the Public Prosecution, with the possibility of extending pretrial detention for up to 14 days after the accused has been interrogated, with further extensions allowed when necessary.

The new amendments aim to strengthen legal measures to protect victims of human trafficking and ensure they receive the necessary support, including legal, psychological, and logistical assistance. These amendments also reflect Qatar’s commitment to international human rights standards.

Officials emphasized that these amendments align with Qatar National Vision 2030, which seeks to enhance transparency and provide an integrated legal framework for addressing human trafficking cases. They also contribute to improving Qatar’s international reputation as a country committed to implementing fair and humane laws that align with international laws and treaties within a progressive legal framework capable of addressing global and local issues.
