As part of Qatar’s ongoing efforts to enhance transparency and develop performance within the real estate and contracting sectors, the Official Gazette published, in its third edition for the year 2025 issued on Thursday, February 13, significant decisions made by the Council of Ministers aiming to regulate and advance these vital sectors.
These decisions included establishing a new Licensing Committee within the General Authority for Real Estate Regulation, as well as amendments to certain provisions concerning the establishment of the Technical Advisory Committee for Classifying and Evaluating Contractors, Suppliers, and Service Providers under the Ministry of Finance.
The first decision, No. (2) of 2025, concerns the establishment of the Licensing Committee within the General Authority for Real Estate Regulation, based on Emiri laws and regulations governing the real estate sector. The committee includes representatives from several key government entities, including the Ministry of Municipality, Ministry of Justice, Ministry of Commerce and Industry, and Ministry of Finance. Two representatives from the Authority will serve as chairperson and deputy chairperson, with committee memberships lasting for a renewable term of three years.
The newly formed committee is responsible for issuing licenses for real estate development activities and licensing companies operating in property management and maintenance. The decision mandates that applications for licenses or registration must be processed by the committee within thirty days of submission.
Committee meetings will be held twice monthly or as required, with strict confidentiality of deliberations and reports. In case of application rejection, the committee is obligated to clearly state reasons, and applicants are granted a sixty-day period to appeal the decision.
The second decision, No. (5) of 2025, aims to amend previous decision No. (1) of 2021 regarding the establishment of the Technical Advisory Committee for Classifying and Evaluating Contractors, Suppliers, and Service Providers within the Ministry of Finance. The newly structured committee will focus on providing technical consultations and assessments related to classifying the performance of contractors, suppliers, and service providers across various fields. It will include representatives from the Ministry of Finance, Public Works Authority, Ministry of Municipality, Ministry of Commerce and Industry, Ministry of Labour, Ministry of Communications and Information Technology, Qatar General Electricity and Water Corporation (Kahramaa), and Qatar Financial Centre. This decision takes effect immediately upon its publication.
These measures aim to strengthen Qatar’s infrastructure and establish a transparent and stable business environment, attracting both local and foreign investments and furthering the development of Qatar’s national economy. They also constitute an explicit call for all companies and institutions operating in the real estate and contracting sectors to comply with the new standards and cooperate with the relevant authorities to achieve greater growth and prosperity.
