Ministry of Justice Adopts Qatar Digital ID for Online Legal Services

As part of Qatar’s digital transformation and legal services development, the first phase of the Ministry of Justice’s digital legal services has been launched as a step towards enhancing administrative efficiency and improving user experience by simplifying procedures and accelerating transaction completion.

The Ministry’s Documentation Department has introduced remote video transactions and automated services linked to the Qatar Digital ID (QDI), allowing users to complete their legal transactions electronically without needing in-person visits. This initiative aims to reduce processing time and minimize paper usage, supporting environmental sustainability.

The automated transactions linked to the Qatar Digital ID include general power of attorney for legal cases and power of attorney for handling government transactions.

To access these services, users must activate their Qatar Digital ID application account and enable their electronic signature. In legal power of attorney cases, the appointed representative must be a licensed attorney, as required by law.

To verify the identity and intent of the parties involved, transactions are conducted remotely via the TEAMS platform, eliminating the need to visit documentation offices. Additionally, a QR Code feature has been introduced for all power of attorney documents, allowing users to verify their validity and associated parties by scanning the code using a mobile phone. This feature is available 24/7 for quick and convenient access to information.

Mohammed Hassan Al-Rumaihi, Assistant Director of the Documentation Department, confirmed that the new services follow a successful trial phase, during which 35 transactions were completed without any reported issues from users or legal notaries.

Al-Rumaihi encouraged the public to take advantage of these digital services, which allow them to complete transactions efficiently and quickly without the need to visit Ministry offices, except in cases requiring specific legal procedures to protect users’ rights.

Hussein Ali Al-Haiki, Head of the Southern Services Centers Division, emphasized that the new digital services would significantly reduce pressure on service offices, especially during peak hours when the number of visitors increases considerably.

Al-Haiki also confirmed that the Ministry has established an advanced digital infrastructure to support this transformation, along with a well-trained team ready to provide high-quality services. He noted that service centres will continue to operate alongside digital services to ensure that citizens and residents who prefer traditional methods can still complete their transactions without disruption.

In addition to the Ministry of Justice’s services, the Qatar Digital ID (QDI) application plays a crucial role in the country’s digital transformation. It provides access to electronic versions of official documents, including the national ID card, passport, driver’s license, national address, and commercial registration certificate.

The application also offers multiple features, including electronic signatures, document verification, access to government e-services, and the ability to use it at electronic gates in border crossings to facilitate travel procedures.

The Qatar Ministry of Interior has begun implementing Qatar Digital ID for automated travel entry and exit through e-gates.

Citizens and residents can now use the app to streamline their travel process by downloading the app, logging in, selecting their passport, tapping the Wi-Fi symbol on the card, undergoing facial recognition, and scanning their phone at the e-gate to complete the process.

With the rapid pace of Qatar’s digital transformation, this initiative reflects the Ministry of Justice’s commitment to providing advanced digital legal services that meet the expectations of citizens and residents. By simplifying procedures and supporting sustainable development, Qatar continues to set an example as a leading model in government digital transformation.
