The Ministry of Labour has launched the “Bashir” service to enhance employment opportunities for Qatari citizens in the private sector. This marks Qatar’s first electronic service specifically crafted to register employment procedures for the national workforce within private sector institutions and companies governed by Labour Law.
The Bashir service provides numerous benefits that expedite and simplify the employment process. It decreases paperwork and improves transparency by enabling candidates to review their employment contracts electronically before signing.
Additionally, the service ensures employees’ rights by allowing contracts to be authenticated digitally by the Ministry of Labour, facilitating online application tracking, and enabling the electronic issuance of appointment letters through the National Workforce Employment Department, thus speeding up the onboarding process.
To benefit from the service, employers can apply through the Ministry of Labour’s online portal by visiting the services page on the ministry’s official website, selecting the “National Workforce Employment Registration in the Private Sector – Bashir” service, clicking “Submit Request,” and then choosing “Employer Portal.”
After logging in via the National Authentication System “Tawtheeq” using a smart card, employers must complete the required information and upload essential documents such as a valid establishment registration and a Certificate of Good Conduct from the Ministry of Interior. The application can then be submitted electronically, with its status monitored through the portal.
The service requires that the employee be a Qatari citizen or the child of a Qatari mother and be of legal working age. Additionally, the employer must have a valid establishment registration, and the employee must obtain a Certificate of Good Conduct from security authorities. Furthermore, the employee’s registered phone number must be linked to their Qatari ID card.
Mohammed Juma Al-Kuwari, Assistant Director of the National Workforce Employment Department at the Ministry of Labour, stated that the new service significantly accelerates the employment process for citizens in the private sector. He explained that the key difference between “Bashir” and the “Kawader” platform is that “Bashir” is dedicated to registering and authenticating employment contracts after a candidate is selected, whereas “Kawader” is used for job searches.
Sheikha Abdulrahman Al-Badi, Assistant Undersecretary for National Workforce Affairs in the Private Sector, emphasized that “Bashir” is a major step forward in streamlining and expediting employment procedures while reducing paperwork.
She highlighted that the service enhances the experience of both employers and employees by allowing employers to submit employment contract authentication requests electronically, allowing Qatari candidates and children of Qatari mothers to review and approve their contracts before signing, thereby fostering confidence and transparency in recruitment processes.
