Qatar Adopts Over 1,400 New Standards and Technical Regulations

In the eighth issue of the Official Gazette for the year 2025, three new decisions by the Minister of Commerce and Industry were published, approving a set of Qatari and regional technical regulations and standards, complementing the state’s modernization and regulatory policy for developing its standards and measurements system.

Minister of Commerce and Industry Decision No. (15) of 2025 stipulates the adoption of 195 regional technical regulations for food and agricultural products as Qatari technical regulations.

In a related context, the Minister of Commerce and Industry issued Decision No. (16) of 2025 approving Qatari standards for chemical products, textile products, food and agricultural products, the mechanical sector, electrical and electronic products, and the construction and building materials sector.

As for Decision No. (17) of 2025, it provides for the adoption of 1,271 regional standards for chemical products, textiles, oil and gas, cosmetics and personal care products, children’s toys, the mechanical sector, food and agricultural products, the metrology sector, management systems, medical devices and supplies, the information technology sector, electrical and electronic devices, and construction and building materials, as Qatari standards.

The three new decisions continue a legal and institutional framework that Qatar has established over decades, most notably Law No. (4) of 1990 regarding the standards and measurements system, which set the legal framework for adopting technical standards.

Subsequently, Amiri Decision No. (44) of 2014 established the Qatar General Organization for Standardization, defining its roles and responsibilities in issuing regulations and standards.

Further amendments under Amiri Decision No. (6) of 2020 strengthened this role by affiliating the organization with the Ministry of Commerce and Industry.

These legislations have played a pivotal role in paving the way for the adoption of similar decisions, having established work frameworks and determined the pathways for developing standards in a manner that respects national interests and aligns with regional and global standards.

With these decisions, Qatar continues to strengthen its technical and legislative infrastructure in the fields of standards and measurements, striving to ensure that products circulating within the country and for export comply with the highest quality and safety standards.

These steps reinforce Qatar’s regional and international standing and confirm its commitment to developing a modern, integrated commercial and economic environment.
